MVCOG delivers signs to municipalities Thursday, September 27, 2012 By Wendy Lynn Brion Staff Writer Moshannon Valley Council of Governments met last night and learned that all of the signs ordered under the sign grant have been delivered. Municipalities have until Dec. 31 to install the signs and turn in their in-kind matches. In regard to the property maintenance surveys, 20 out of 38 were returned to the COG and 13 said they are interested in a joint enforcement for blighted buildings. Secretary Lorie Rowles explained that the original plan of meeting with a representative of Susquehanna County has been changed to a meeting with someone from a more central county and she will have more information at an upcoming meeting. The board also discussed creating a list of equipment for sale and needed equipment. One idea was to create a website for the COG and that idea is being looked into. In the meantime, Rowles said she would look into creating an e-mail newsletter with a monthly list of items if COG members wanted to provide a list of items for sale or that they need at the end of each meeting. The board members also discussed the difficulty in finding good solicitors for their municipalities. Complaints ranged from solicitors not getting back with answers in a timely fashion to taking a long time to finish needed projects, such as ordinances, to dismissing the importance of municipal officials' concerns. One board member said their solicitor has had an ordinance at her office for two years and to their knowledge has not done any work on it. Another board member said they cannot get their solicitor to come to any meetings. A few board members said they have been happy with their solicitors, but the general consensus was that there is a need for solicitors who will work for and with municipalities regardless of their size. Informational items include a meeting on conservatorship law today at the Hyde firehall from 12:30-3 p.m. A representative from Butler County will be speaking about the law. Also, a Local Technical Assistance Program course on winter maintenance will be held at the Cooper Township municipal building Oct. 19 from 8 a.m. to 3 p.m. Rowles said it is in the best interest of COG members to attend local LTAP courses in order to encourage LTAP to hold more in the area. The next meeting is Oct. 24 at 7 p.m. at the 911 center.
