Harmony hires clerk of the works at emergency meeting Wednesday, September 19, 2012 WESTOVER - Harmony Area School Board held an emergency meeting Monday, according to Dr. Jill Dillon, district superintendent. The purpose of the meeting was to hire a clerk of the works for the district's renovation project. Pathline Inc. of Altoona was hired at a salary of $9,250 per month for the duration of the project. Pathline Inc. is a subsidiary company of Gwin, Dobson and Foreman Inc., Altoona. According to information on its website, the company offers project management services for building projects and has extensive experience in design of building structures and environmental systems for structures ranging from schools, correctional institutions, nursing homes and hospitals. The meeting was not advertised under the requirements of the state's open meeting law which calls for notice of a meeting to be posted in a newspaper of general circulation at least 24 hours before a meeting takes place. Dillon said they were advised by the school district's solicitor, Miller Kistler and Campbell, Attorneys at Law, State College, the meeting met the law's definition of an emergency meeting. Calls made to David Consiglio and Brian Marshall, who generally advise the board, were not returned as of press time today.
