Clearfield Planning Commission still working on nuisance order

The Clearfield Borough Planning Commission continued to work on drafting a nuisance ordinance at its meeting last night.
The borough is developing a nuisance ordinance to handle situations not covered by current ordinances such as noisy or disruptive animals, early morning or late at night noisy construction work, extended stays in campers or tents, etc.
Code Enforcement Officer Larry Mack suggested the borough could also place additional ordinances on junked vehicles.
The borough currently has ordinances restricting the placement of junked cars in yards but it can be a lengthy process to get them removed, and Mack suggested placing a new provisions in the nuisance ordinance to expedite the process to have them removed but the commission decided that would be better handled by an amendment to the vehicle code rather than placing new provisions in the nuisance ordinance.
The commission is also considering placing time restrictions to keep people from doing non-emergency construction or yard work that is noisy and is disruptive to the neighborhood in the early morning hours or late at night.
However, emergency work should be allowed such as repairs or snow removal because are safety issues, commission member James Kling said.
The commission is also considering placing time limits people can stay in campers or tents. Mack said there are some people who are staying permanently in temporary shelters such as campers or tents that are set up in people's yards and they are drawing complaints from neighbors. Mack recommended they place a time limit of one week on residing in such structures.
Mack had drawn up a rough draft of a nuisance ordinance for the commission to look at but it contained a number of items that are already covered under other ordinances and he said he would send out a new draft to commission members with the changes so they can discus it again at their meeting next month.
