Clearfield Borough addresses open burning concerns Saturday, July 21, 2012 Clearfield Borough has received numerous complaints from residents involving neighbors having open flames in fire pits and other mechanisms throughout the borough. These residents are complaining about offensive smoke and odor. Another major concern is the dry weather resulting in "no-burning" bans throughout the county. Residents should be aware that according to the Building Officials Code Administrators National Fire Prevention Code, Chapter 4, Section F - open burning is prohibited. This code so states, "The code official shall prohibit open burning that will be offensive or objectionable due to smoke or odor emissions when atmospheric conditions or local circumstances make such fires hazardous." This code also dictates the location, materials, attendance and duration of potential fires. Permits are also required. Residents are permitted to utilize an outdoor fire to cook food for human consumption, which is deemed as a recreational fire. Open burning shall be allowed without prior notification to the code official for recreational fires, highway safety flares, smudge pots and similar occupational needs. If this fire becomes offensive or is considered to be dangerous, the code official or police department have the right to extinguish the fire.
