Bigler supervisors adopt privacy fence ordinance

MADERA - At last night's meeting, the Bigler Township Supervisors adopted an ordinance concerning privacy fences. In short, the ordinance will affect fencing erected within 10 feet of property lines and in excess of 4 feet in height. Any fence above 6 feet in height will require a Uniform Construction Code permit and will fall under those guidelines. Fences less than 6 feet will require a local permit. There are other guidelines and restrictions listed in the ordinance, which will become official on Monday. The ordinance was unanimously adopted.

The supervisors also tabled the issue with Keagy Road. During last month's meeting,  Marlene and Herb VanScoyoc presented maps and a letter to the supervisors indicating that the township road had encroached on their property and asked that the road either be moved or vacated. The supervisors arranged to meet with the VanScoyocs and their neighbor, Kurt Rhymestine, on Oct. 19 to look at the situation and discuss it further. The supervisors are now waiting for more communication from the three residents.

A tentative budget was reviewed and will be formally adopted at the next meeting, Dec. 2. In the general fund, the approximate beginning balance is expected to be $38,000 with expected revenues and expenditures to be $142,000, leaving the township with an approximate ending balance of $38,000. In the state fund, the approximate beginning balance is $38,500 with expected revenues of $53,702 and expected expenditures at $70,000, leaving and approximate ending balance of $22,202.

When the budget is officially adopted in December, it will be on review for 20 days by appointment.

In other business:

  • the supervisors discussed a need for an ordinance governing burning garbage in the township. Clearfield County has such an ordinance, but it is not enforced. The supervisors will use a template to draft the ordinance and will not restrict the burning of leaves or limbs, only garbage like diapers, plastic, rubber, etc.
  • there has been a problem with people riding motorbikes, bicycles and all-terrain vehicles through the Madera B&B Park. The supervisors discussed writing letters to those they know have been riding the vehicles, and signs will be erected soon.
  • a tool show will be held at the township building on Nov. 23 by Tap Enterprises.

The next regular meeting for the Bigler Township Supervisors will be Dec. 2 at 7:30 p.m. at the township building.
